In my opinion it is a good idea, since it gives an additional opportunity to lower costs of car maintenance.
Firstly, promising a lower insurance contribution encourages people to drive cautiously. The more people mange to drive safe, the less road accidents will take place. That is an advantage also for other traffic participants (passengers, pedestrians, cyclists).
Secondly, the best drivers are rewarded with discounts on insurance. Studies show that people proud of themselves are more likely to spread a good news. This way, they will be an example for others.
Moreover, cautious drive with that kind of insurance gives an opportunity to reduce the costs of car's upkeep. As a matter of fact, young people do not have much money to spend. Driving well and safe with lower insurance fee as an output, can make a real difference to your household budget.
The only disadvantage of having a log recorder in you car is that it may cause trouble for drivers when caught, for instance, for speeding. In that case, the log recorder is the confirmation of committed offense.
