Because they do not want to. They are lazy. They play on computers , etc . They have more important things . I do not like the English . They take care of younger siblings . They want to spite the teacher .

There are a few reasons why students don't do their homework. Some of the most common reasons are laziness or simple lack of the time. Of course students try their best to do the homework but the amount of them can become overwhelming and students are forced to prioritize some work over the other.
The idea of homework is to deepen the understanding of current subject, some students chose to skip the boring part of doing the repetition at home and rely on the knowledge they have acquired during the lesson time. The basics sometimes end up not being enough and students are left without the homework they thought they have already known how to solve.
The idea of a good trying student doesn't apply to everyone as some students choose on their own to doom themselves to the fail of a class and that leads to total abandoning of the so needed training.
